Texas Climate Report: July 1999
July of 1999 was quite different from July of 1998, with fourteen of the twenty stations reporting below normal temperatures. At this same time last year, all twenty stations were above normal. Positive departures this year were generally less than 1°F and limited to the southern High Plains, North Central, and East Texas. Negative temperature departures were greatest from the eastern Hill Country over to the central coast, ranging from 1.5°F to 2.5°F below normal.
Although only half of the stations reported above normal precipitation, this is in stark contrast to July of 1998 when only Wichita Falls and El Paso reported above normal precipitation. The greatest rain this July was mainly north and east of the Hill Country, stretching southeastward to Houston and Galveston. The highest percentages above normal were Austin (260%), Waco (177%), and Galveston (190%). Rainfall was scarce in the Low Rolling Plains, with Abilene receiving only 3% of their normal total for July and Wichita Falls receiving only a trace of rain.
The first of week July saw moisture move in from the Gulf of Mexico, which fueled thunderstorms in the Lower Valley and along the coast from the 3rd to the 8th. Galveston received 1.52" on the 6th and another 0.80" on the 7th. On the 9th, a cold front extending from New England into North Texas brought rain to parts of Texas through the 13th. On the 10th, Lubbock set a record low maximum temperature of 73°F, as well as a record low minimum of 57°F the next morning. Rainfall rates between one and two inches per hour fell on the 11th in Southern and South Central Texas, causing minor flooding in the region. A rare tornado (F1 on the Fujita scale) struck Galveston on the 12th, causing minimal damage.
The second half of the month brought record low temperatures to some cities in South Central Texas and more rain along the Gulf Coast. Austin, in particular, set several new temperature records. On the 18th, they set a record low minimum of 69°F; on the 21st, a record low maximum of 86°F; on the 25th, a record low minimum of 69°F; and on the 29th, another record low minimum of 68°F. Corpus Christi also set a record low minimum of 69°F on the 24th. Hot, dry conditions were the story for most of Texas the last week of July. Wichita Falls recorded the state's absolute high temperature of 108°F on both the 30th and the 31st.
