Texas Climate Report: July 2009
July 2009 went down in the record books as the hottest month ever recorded for several cities in Central and South Texas, and was perhaps the hottest ever month for the state as a whole. The month of July continued a trend of unprecedented dryness that has areas from Central Texas to the Coastal Bend suffering through a drought worse than any since the 1950s. After studying precipitation, the Office of the State Climatologist has concluded that Bastrop, Caldwell and Lee counties in Central Texas, and Victoria, Bee, San Patricio, Live Oak, Jim Wells and Duval counties are in the midst of their worst drought since precipitation records started being kept in 1895. Upper level high pressure was in control for most of July, confining storm systems pushing through Texas to the northern half of the state, a region where rainfall was plentiful this past month. A weakness in the high pressure ridge did allow for scattered thunderstorms to develop in Southeast Texas, but most of the rainfall missed the core of the long-term drought areas in South Central Texas and the Coastal Bend. The drought situation is much better in than northern half of the state, which received plentiful precipitation during July, particularly in the western Edwards Plateau and eastern Trans Pecos regions. Several reports of severe weather were noted during July with the most significant outbreak occurring from the 28th through the 29thin the Panhandle and North Central Texas.
July 2009 was remarkable for its persistent and record-setting warmth in areas where normal conditions are already very warm. Austin Mabry, College Station, Corpus Christi, San Antonio, and Victoria have never experienced a month that was as warm as July 2009 as long as records have been kept. This is particularly impressive since records go back to the 1850s at Austin Mabry and the 1870s in San Antonio. McAllen’s average July temperature of 92.8°F was a full 2.7°F warmer than its previous monthly record set in 1998. Based on the 1971-2000 normals, the average July 2009 high of 104.2°F in McAllen would only be expected as a single-day high temperature once every 33 years! The situation in San Antonio is compounded by the fact that the city smashed its previous record for driest 23-month period, and barring above normal rainfall in August, will easily set a 24-month record by the end of August. College Station ended 56 days without recorded precipitation on the 19th, Houston had its driest May through July on record, and Victoria is in the midst of its second driest 21-month on record. Drastic measures have been taken in most water districts in Central and South Texas as a combination of long-term dryness and the evaporation caused by extremely hot temperatures have lowered levels of reservoirs to historic lows. About 20% of Texas stretching from Central Texas to the Coastal Bend remains in exceptional drought, the worst possible drought designation by the United States Drought Monitor.
